A message dated May 1, 2003, was read stating the Governor has                                      
signed the following bill and is transmitting the engrossed and enrolled                            
copies to the Lieutenant Governor's office for permanent filing:                                    
                                                                                                    
    CS FOR HOUSE BILL NO. 82(L&C)                                                                   
    "An Act making certain activity related to commercial electronic                                
    mail unlawful and an unfair method of competition or an unfair or                               
    deceptive act or practice under the Act enumerating unfair trade
